August 18, 2008. Kaiser Daily Health Policy Report. In 2007, the Administration issued rules that limit the ability of states to expand SCHIP until they've signed up 95% of their children who live in poverty. The rules were to take effect this week. CMS has now announced that it plans not to enforce the rules. States generally have abandoned plans to expand SCHIP so long as the rules exist, whether or not they're to be enforced.
